The United States of Eurasia
Preamble:
We, the undersigned nations, write and sign this charter in order to set core values for the United States of Eurasia.
Article I: Admission
Admission to the United States of Eurasia is open to all nations in good standing.
Good standing is defined as:
Not currently a member of any alliance
Not currently at war
Not currently a target of any alliance
All applicants are required to apply on our forum under the appropriate area. All applications will be reviewed by our Internal Affairs Department. An applicant can be declined entry to the United States of Eurasia if our Internal Affairs Department feels they will not meet our membership requirements.
Article II: Government Structure
The Government of the United States of Eurasia consists of two branches.
The Executive Branch:
The President
The Vice President
The Imperial Council:
Minister of Interior Affairs
Minister of Defense
Minister of External Affairs
Minister of Finance and Trade
The President serves as the leader of the United States of Eurasia, he holds a single vote along with the rest of the governing body, but also holds the power to veto. The President has the power to declare war and to disband the alliance. Presidents serve for life or until they resign. In the event of a President resigning, barring a vote by the Imperial Council, the Vice President will become the new President. If a President resigns he will be given the title “Former President” and become a permanent advisor to the Imperial Council. He will hold no official vote in the Imperial Council but will provide assistance and advice to the current Government.
The Vice President serves as the President’s right hand man in all affairs. He holds an equivalent vote to the rest of the Imperial Council. The Vice President serves until he resigns. In the event of the President’s prolonged absence, the Vice President will temporarily fill the roll of President. During this time he will hold all the powers the permanent President holds. The Vice President is appointed by the current President and may be removed by him.
The Imperial council is made up of the Imperial Ministers. Each Minister oversees a department of the alliance. Each Minister has a single vote in the council. The Imperial Council appoints ministers. Each Minister has one Deputy, who is chosen by the Minister but must be confirmed by the general populace. Ministers serve until they resign.
Deputy Ministers do not hold a vote in the Imperial Council but are second in command of whichever department they oversee. In the event of the prolonged absence of a Minister, his Deputy will fill his spot and hold all of his powers. Deputies are chosen by Ministers but must be voted in by a majority vote of the general population.
Article III: Expulsion
Expulsion refers to two actions, expulsion of a member from his Government position, and expulsion from The United States of Eurasia.
A Government member may be removed from his position if 2/3 of the Imperial Council votes to have him removed.
A member may be expelled from The United States of Eurasia if the Imperial Council votes to have him removed.
Both actions will only be used in the most severe of situations.
Article: IV Amendments
Amendments to the Charter may be made at any time with the approval of the Imperial Council by a majority vote.
